I created pylsst and pymw directories at the root level of the repository, populated them and tested the installers. pymw/doc contains documentation for the installed mw software. Once log and queue are checked in and setup.py updated accordingly, I think this will be complete.

The next step is to move Catalog (an interface to wcstool), Collection (builds on Catalog) and PySextractor. These presently live in middleware/pipeline/appframework. Despite their current location, they feel more like application support than middleware to me. Thus I am planning to install them in lsst.apps (and the source in new directory pyapps) unless I hear a better suggestion.
