Jeff needs some help on infrastructure tables. Cost Estimates - Thomas Frey froze and imported again on Monday, 8/14. Jeff is validating, adding in-kind estimates. Need to start working on estimates for Commissioning Phase, which according to MREFC guidelines must be in proposal proper (not Operations Plan).
