Hi Subrata,
This patch series contains the framework for resource controllers
(cpu controller and memory controller) and adds test cases for cpu
controller.
There are total 10 test cases.

the series file is:

cpuctl1.patch
cpuctl2.patch
cpuctl3.patch
cpuctl4.patch
cpuctl5.patch
cpuctl5-cleanup.patch
cpuctl-stress1.patch
cpuctl-stress2.patch
cpuctl-stress3.patch
addlibrary.patch
addlibrary-test2.patch
addlibrary-test34.patch
addlibrary-stress123.patch
addlibrary-stress45.patch
cpuctl-cleanup1.patch
add-documentation.patch
add-in-default-run.patch

TO DO:
1. Writing results to respective files instead of redirecting stdout.
2. Creating ideal scenario for load balancing by creating a default
task group for system tasks.
3. Adding dynamic decision support after 2 is done.
4. Concurrency handling
5. Minor cleanups
(there may be a little bit ambiguity with patch name and content)

Note: In each testcase the expected results too are printed to the results
files. So in the simplest form best way to check the results is to see if the
calc time and exp time (in %) are same.

Thanks
Sudhir Kumar
