If I understand correctly, the Win2k Pro OS has a RDP client license
'built-in' and you don't need to seperately purchase client licenses on
the server end.  However, using any other version of windows (except
possibly XP?), or any other platform (linux, mac, etc.) you do need to
purchase addition client licenses from MS.

Still strikes me as strange that the server should care what the client
system is, as long as it talks the correct protocol, but that's MS for
you.
