Sure they are. However, in option-129 of your dhcpd.conf file 
you will have to specify some more details about the nic, 
because ISA cards are not detected automatically. The LTSP 
manual gives you all the details.

No problemo. Lots of my terminals still boot from a floppy.

On a Dos PC you can transfer the Etherboot image to the floppy 
with the rawrite.exe program.  On a Linux box you can use a cat 
or a dd command. The LTSP manual tells you how to do this.
