I also had problems with the local Netscape until I've changed the next setting (in the Netscape):
Edit->Prefferences->Navigator->Applications->Download Files To I've changed it to my home directory, which has read-write acces in my environment. You can try another destination, but in any case you must have read-write access here. Please notice that /tmp dir has read-only access (if we're talking about Netscape as a local application). It seems Netscape (and possibly other browsers) tries to write some important temporary data (like applets) to this dir and it fails without any sane message.
