|as various people have suggested but it still doesn't work.

You should also check /etc/inetd.conf or /etc/xinetd.d/tftp.
Try also using:
filename "tftpboot/lts/vmlinuz-2.4.9-ltsp-6";
or
filename "vmlinuz-2.4.9-ltsp-6";
