Glenn, You need to include a 'filename' parameter in the dhcpd.conf file. The workstation doesn't know that it is supposed to download /lts/vmlinuz-2.4.9-ltsp-6
Take a look at http://www.LTSP.org/instructions-3.0.html for more info on what your dhcpd.conf file should look like.
