I asked this question some time ago, and I just wanted to report back
how I solved the problem, if it's usefull to someone else.

1. I edited the rc.local file. I copied the part that creates the
start_ws script and made the copy create the script start_ws1. I changed
the line that starts the xserver by adding :1 and vt3 after ${XBINARY}.
I also changed -query ${XDM_SERVER} to -query "ip-address"

2. I added the lines "3:4:respawn:/tmp/start_ws1" and
"4:4:respawn:/tmp/start_ws" to inittab and commented out the
"8:4:respawn:/bin/start_telnet" line.

3. Then I just had to change the runlevel of the users that need access
to both servers from 5 to 4 (in lts.conf).

Thanks to the people that replied - I wouldn't have been able to do it
without those replies...
