/etc/sysconfig/syslog on your logging host (192.168.0.15 - usually the
same server) has not been updated to include "-r" in SYSLOGD_OPTIONS, or
in the invocation of syslogd if it is not a redhat machine.

This is usually done by the ltsp_initialize script.
