You have to specify your IP also in dhcp.conf and /etc/exports

I don't think that the variable NFS_SERVER exists.

For the first time it's better to give the server the IP 192.168.0.254 -
it's the default. If this is running you can change to the IP you want.
(If you are using *.tgz, than you can specify your Server-IP in
/ltsp_core/config (or similar) and you don't need to change anywhere your
IP)
