I have to use SuSE 8.1 (preferring Debian, but it's not my decision) in a school computer science lab (I'm not there right now, and will not be for some days, so I cannot look into it there). >From there, I know this M$-Win like feature of a user selecting "logon as another user" / "shutdown". But as this window is a program running on the server, the problem is instead of shutting down the w/s, the clients shut down the server. No miracle that xdmcp is down then, eh? CMIIW, but I have never seen an ltsp client shutting down. There is nothing like that, you just turn them off. No shut down, no wait, nothing. In SuSE <= 8.0, you could turn off the feature for shutdown in the "kontrol center" (as it was only the login manager that had the shutdown feature): It was under System->Login Manager->Sessions where you could state, that all users / root only / users on the local display only can shutdown the server. For 8.1 there probably is a similar feature. Or ask the SuSE people.
