It is not RedHat, it is you!
You are trying to run root commands as not-root!

either:
    su -
or:
    login as root
or add sbin to your path (in ~/.bashrc or just at the prompt)
    export PATH=$PATH:/sbin:/usr/sbin
or
    type the full path eg /sbin/iptables -L
