The best sollution is probably to create a group that the users that should be
able to run all applcations is in and change permission on the applications
to 750 (or 550) and chgrp unrestricted_group application.

This might take a while, but it's the best sollution. You oculd also remove
execute flag on all folders so they can't tab tab in a console for available
applications, which would make them have to guess the names of the apps.
