I had the same question, and IceWM was proposed.

I'm testing it at the moment.

Gnome and KDE are complex to setup in that way and IceWM is a lot smaller (faster) to load.

Give it a try.

I have been investigating using LTSP as a replacement for MS Terminal
Server and obviously it is preferable for a number of reasons, not just
the cost aspect. However, the only area I find lacking, and it is most
likely my knowledge of Linux, is how to control the desktop environment.

Using MS you can control Desktop etc using Policies, is there an
equivalent tool to control the Linux/LTSP desktop environment globally?
