yes to both.  in red hat 9 you have to add the xmms-mpg123 package though, since it RH has removed support for mp3's (beginning rh8, afaik).  this is of course, in addition to the ltsp sound package.
 
wine will run exe files, but from experience we have had problems making some multimedia work for some custom programs (errors and warning messages).
