Webmin can do exactly what is wanted, I believe.
(http://www.webmin.com .. but included with most Linux distros) It
allows users or groups(which may or may not be unix users depending on how it
is set up) to have controlled acess to certain webmin modules (such as
the Users and Groups module).

For example, I could create a group called staff, put all my staff in
it and set the staff group so they can only modify other users in the
customers group, can't modify root, the home directory HAS to be /home/username, etc.
