  I run Mozilla (not Firebird) but they settings stuff is pretty much
the same.

  What I do is run mozilla (in your case firebird) once as each user to
set up the random directory. This a security feature so I strongly urge
you not to try to get all the user's the same.

  I then symlink each user's prefs.js file to a central file owned by
root so that users may read the file but can not write to it and so that
you set the preferences once and they are the same for everyone. You can
see an example of the prefs.js file I use at
http://www.elbnet.com/libsys/libsys/home/ltsp/prefs.js (which has a 0
cache and a proxy setting).

  I also link each user's cookie file to /dev/null (so people can't do
stupid things like set their Yahoo Mail password cookie!) and their
bookmark file to a central bookmark file (so they can't add bookmarks to
PornIsUs.com).

  I've also modified my chrome files to eliminate some of the menu items
that you don't want user's playing with (i.e. preferences). If you want
