I think you might be on the wrong list. You might be thinking of Samba (www.samba.org) which allows Windows clients to connect to file and printer shares on a Linux server. It does quite a nice job and there's also a very active community of users.

One of the many reasons for running LTSP would be to avoid having to run windows98 at all.
