Nodes have disk -> very easy. Use etherboot as a boot manager, it has a built-in menu function for older versions, external menu function for the newer ones. To have more details, ask on the etherboot-users list.

Nodes have no disks -> possible. Not easy. You will have to have at the very least 128MB RAM per node, I think below 256 it will be a pain. You will have to run win98 off a compressed ram disk. That way it won't get the idea of not having a harddrive.
You'll have to have the right number of licenses, of course. This is not so easy with any different hardware as Linux is much more tolerant than winblows.
