Pete,
  I am not familiar with Staroffice but it should be like Openoffice.

1) Was Staroffice installed as a net install (meaning each user gets
him/her own settings)?

2) This problem (in Oo) is usually caused by two users having the same
settings open and there is a lock file (named lock :-) preventing the
user from changing settings. This can occur if either two people are
logged in in as the same user or if Oo was install as a single user
product and is being used by two people.
