Yes, you need a programmer - device is mostly the size of a mouse, perhaps a
bit larger, with a socket into which a ROM can be inserted.
If you have access to one, you can get the ROM code/binary and burn it into
the chip. What I tried to tell you is that there are choices of what you want
inside that chip.
If you have definitively no chance to burn ROMs yourself and want to get rid
of floppy-booting etherboot, visit www.disklessworkstations.com to purchase
ROMs with Etherboot inside, or look into wiki.etherboot.org to find out how
you can patch Etherboot inside your system BIOS (which often has enough room
for an extension of 16k).
