Ah, you said Debian. Are you sure you are changing the right
configuration file ?
Dhcpd, version 3, on Debian, the configuration file is in
/etc/dhcp3/dhcpd.conf, rather than /etc/dhcpd.conf, where everybody else
puts it.
Double check that.
