This also fixed my problem with RedHat Advanced server 3. After
exporting both variables it happily pulled down the header files along
with the packages.

I see you are using a 'file:' url, and you are setting a http proxy.
I don't think it matters, but could you try setting the http proxy to
'none' ?
Also, how did you download the packages to begin with ?

and the screen fills with this error in some parts.
What's The Problem ?
*Note :: I installed LTSP 4.1 via internet currectly and completely.
