For my public systems I replace lpr with a little script that pre-spools the job, tells the user how many pages they are going to print and the cost then offers the user a choice of printers.

I replace lpr with this script and move lpr to lpr-real.
In this example script I send the job to a particular printer based on which workstation send the job but you could give them multiple choice.

We are currently using a cups print server and have approximately 10 network printers around campus (some attached to LTSP terminals). That list is growing and it is confusing for some users to have to choose from so many printers, and some people (particularly administrators) are rightfully concerned about printing confidential documents to the wrong printer.
