I don't agree with the concept of denying them internet access, it's far better to educate them in using it responsibly, I also know full well what smart kids do to school networks if they are told not to (I was one of them, my teacher really could have done better than her fiance's name for a password). All that said however, I tried to assist this gentleman in achieving what he wanted to.
In practice, I think squid with ACL's is the better option however.
