Have you tried using any of the Local Device Access (LDA) mechanisms? I know I've seen that same behavior before and if I remember correctly I tracked it down to LDA stuff. When I removed the LDA changes then everything went back to normal.
I could be remembering incorrectly though and that may not be your problem. :/
