 I would suspect Drupal, or possibly a problem with how the ISP has
Drupal configured.  But there is one more thing:

 Satellite modem?  As in, your Internet feed is via orbital
satellite?  That might actually be the cause of your trouble.  Some of
those satellite Internet feeds do really weird (or broken) things to
Internet Protocols in an attempt to speed things up.
