Even with LOCAL_STORAGE = Y, I've had to pre-load some modules like usb-storage and some others. There appears to be some race condition (that seems to be highly hardware dependent, some types of the clients are fine, some aren't) where the first USB device plugged in doesn't work while subsequent devices work perfectly.
