LTSP across a VPN is probably not a good idea.  The bandwidth and latency
would probably be an issue.  Your free to try it though and see how it
performs.  Not sure if you're already doing this but there's no reason the
Win2k3 server can't be your LTSP server.  You'll just need to manually
configure DHCP/TFTP and NFS (Client Services for Unix as MS calls it) on
the Windows server.  I wouldn't recommend anything less than 10mb Ethernet
(if that) between the LTSP Server and clients.
