Ah, I didnt understand that you wanted to do this on a per-device basis.
In that case, scratch what I had said about not using permissions.
Nautilus (I believe) will only show volumes that you have permission to
use. Many distributions set up devices to have different group
permissions, so you can add a user to the group to give him/her
permission or remove the user to disallow.
Im not sure about Fedora, but if not, as Scotty says, you can follow the
same procedure by adjusting the udev rules to assign permissions to the
device and then manage your users and groups accordingly.
