In general, there is not a global setting on Linux, so we use several 
approaches:

1. Use iptables to not allow user access through port 80 (so proxy is 
required)
2. Use a default Firefox preferences file for all user.
3. Use gconf to set the proxy for Gnome programs
4. Use /etc/profile.d to set environment variables for programs such as wget
5. Use the Netscape-style "wpad.dat" autoconfiguration system
