If you use ipchains you can do this by setting the rules accordingly. 
But this is only part of the solution for the initial question of this thread.

Additionally you need to log the users access to the proxy. For this you will 
need identification at the proxy e.g. forcing login at the proxy or using 
identd to forward the user from system login to the proxy.

The problem can be managed by combination of ipchains, squid, squidguard and 
identd.
