It can make sense. We had a similar problem between Linux DHCP server 
(Mandriva 2007 x86_64)
and WinXP clients. A dhcp request was sent, an offer was sent back but 
never acknowledged.
I suppose it was a dhcp packet format problem. Getting a fresh dhcp 
version and recompiling it from
sources has solved our problem.
