Setting the 'RUNLEVEL' in lts.conf is not supported since LTSP-3.  It now
uses the SCREEN_xx setting to say what to do on each screen.  If you want
a shell, then you can say:

    SCREEN_01 = shell

As for turning off the framebuffer graphics, try adding 'nofb' to the
kernel command line. You accomplish this differently, depending on whether
you are using PXE or Etherboot.  Take a look at:
