I'm afraid, this is a bit the case here, too. On our system, some applications can become too difficult to handle if started by more than a certain number of users at the same time. Firefox and java makes a lot of network load, but system load still is ok. Crossover with Word virtually holds the system if more than 30 users want to have it run. Excel takes even more CPU power.
