Yes, it could be a configuration file that is preventing log in. It could also 
be a running process in the users name that persists between logins.

You can keep the data from a /home directory and delete all the config. Also 
remember to check that the user has no running processes when not logged in.

I've had a case with KDE where the running process was somehow causeing the 
config to get messed up, so it was necessary to both recreate the /home and 
kill all running processes for that user (using the slay command is easiest).
