Perhaps the laptop and another device are trying to use the same IP address? Network misconfigurations can produce hair-pulling behavior like that. Or perhaps the laptop's network interface and whatever it's connected to (switch, hub) are disagreeing about how to talk to each other (speed, duplex mode). So those are some things to look into...
