Quick guess would be a larger server type chassis that would hold a bunch of HD's and a motherboard with a handful of PCI slots. Then find some PCI IDE controllers which would handle 4 drives per controller, three controllers plus the on board IDE would handle 16 drives. Then install a minimal Ubunutu server with whatever network services you would need. You could team adapters with ALB to handle good throughput. Hope that helps.
