Bob,

You can use mii-tool or ethtool to make sure the nic sees a cable connected.

Also, is there any chance that both interfaces are connected to the same 
switch/hub?   I've seen this cause strange problems.  If they are 
connected to the same switch, then you should make sure they're on 
separate v-lans.
