I'd definitely say so, under "typical" operating conditions (no crazy non-standard app usage on TCs).
I've got plenty of dual HP Proliant ML370 G5 servers (2x dual core Xeon 1.6GHz, 8GB RAM, 2x 160GB SAS HDDs in RAID0 config + 2x 1GB NICs) that serve 35+ clients at a time (and will be more later).
