I fell into that trap a while back.  For ease of administration, I set up a
custom desktop for the users in /etc/skel, then create the users afterward.

I have found that you can't do that with Firefox.  Somehow their browsing
sessions get crosslinked, so if two users are browsing the same web site one of
them will suddenly get the web page that the other one requested.

The only fix I've found is to set up the users and then go into each account to
set up Firefox for each individual afterward.

Incidentally, there is a similar issue with dosemu.  I have a symbolic link to
a directory under /opt from ~/.dosemu/drive_c.  If I create the symbolic link
in /etc/skel and create a user, then dosemu can't follow the link.  If I
run dosemu as the new user and then create the link in the user's directory
afterward, it works fine.
