I ran into this on an early release of Ubuntu 8.04.  The cups stuff was either 
misconfigured or not included by default.  The fixes are available in 
hardy-updates if I remember correctly.  You'll need to add that repository in 
the chroot and do an upgrade.  There are instructions for that somewhere on the 
net, but I don't have the link handy.
