The feature is already implemented. You don't need to do anything other than enable Browsing in cupsd.conf on the server, make the server Listen to the network (aside from localhost) and give permissions to / on the network. (The GUI prolly does all this for you).
In terms of the chroot, you don't need to do a thing. The only caveat to that is that I have noticed that some programs prefer the version of "lpr" that comes with the cups-bsd package in Ubuntu, so I would install only "cups-bsd" in the chroot and update the image.
