Poor chap, I just have had the same problem here (for quite some while now...) and found no solution in the nspr update. However, I'm running a Suse server, not Ubuntu, so the solution still might work for you. We tried Opera, and it works fine so far. After an update a few days after install, however, it sometimes crashes in the background, and I have to take care to kill the processes which are running wild. So my advice would be to just stay with the Opera version you get by downloading and never update it with anything from your distro or else. Trying Firefox 2 on an unused user account, it ran flawlessly and even much faster than version 3. But I found it wouldn't use the bookmarks but somehow stored its own version of them (where?). You cannot find any load indicator by CPU load when you start many Firefox 3 at a time, as it is a problem with the leases. That's why everything else continues running as usual. The only help is to wait for 10 minutes and leave your fingers away from Firefox , then the load sinks to normal level and everyone will be fine again.
