That's a problem that will require troubleshooting.

When using the shell on a vt, the shell is running on the client.
Unless you have created user accounts in the chroot then you won't be
able to log into the shell.

The LDM login however should work for any user that exists on the
server. Somebody more familiar with LTSP in Debian will have to assist
you with that.
