I, too, had this problem - caused by an unknown dhcp server on the network.
The clients were picking up an address and then it went wrong.

I also once had a similar issue with an old netgear hub (something to do
with auto-negotiation failing) - it only was a problem at *boot* and
*only*with ltsp clients. Might be worth swapping it out if you have
another to
hand.
