Here (Debian Squeeze) at the server:

# lsmod |grep fuse
fuse                   44380  3
# ls -l /dev/fuse
crw-rw---- 1 root fuse 10, 229 Jul 26 07:52 /dev/fuse

Users are in the fuse group (through pam.d):
# grep sshd /etc/security/group.conf
sshd; * ;*;Al0600-2200;fuse, audio

Here the users are not in plugdev group...

Hmm... that is strange. What if you remove (or just rename) /dev/fuse and 
then try to load the module?
