I have also now tried RM_Thin_System_Services, and that does not prevent it from running either. So it seems that RM_System_Services and RM_Thin_System_Services don't see S20mesh as a system service, or they do see it as a system service but are not able to prevent it from running. For instance, perhaps they can only govern services that load by certain means, and S20mesh doesn't load that way.
