Sorry for replying to my own post.
After some searching between old working Debian Jessie ltsp server and our
new install Debian Stretch ltsp server , found it seems there are some
missing packages on the server side?

Only thing I can imagine is package 'consolidation' on newer release?
Also I noticed on the new Stretch server there are no ltsp-client-core &
ltspfsd.service listing in the bootup menu?
This surely dont seen correct,
This may explain why making a simple change to the default lts.conf file
adding the SCREEN_02= shell , & rebooting client I am not getting a shell
displayed at screen two.
